Plumbing Code Adoption Clarification

House Bill 466, adopting the Idaho State Plumbing Code was passed by the Legislature and has been signed by Governor Otter.  The effective date of the legislation is July 1, 2012; however, the bill does contain provisions establishing an effective date for any edition of the code adopted by the Plumbing Board of January 1 of the year following adoption.  The Division of Building Safety and the Plumbing Board recognize that a strict implementation and application of the Idaho State Plumbing Code on July 1, 2012 would create many problems for the plumbing Industry and code enforcement jurisdictions. 

Predicated on the January 1 implementation policy contained in the legislation and on the well-established preference of the Plumbing Board for a six-month soft implementation of significant regulatory changes, the effective enforcement date of the Idaho State Plumbing Code will be January 1, 2013.  In the interim, installations conforming to provisions of the either the 2003 Uniform Plumbing Code or the newly adopted Idaho State Plumbing Code will be approved by this agency.
