The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

DUTIES & RESPONSIBILITIES

The successful candidate will examine construction plans, blueprints, architectural drawings, designs, and other documents, involving structural analysis of large and small commercial and industrial structures, and one & two family dwellings for compliance with complex building, mechanical, and fire protection codes. This position also provides code interpretation guidance and counsel on highly technical engineering issues and technology and advice and problem-solving assistance on technical or problematic issues to division staff and inspectors, building departments, fire departments, architects, engineers, other state agencies and public throughout the State.

The goal of this recruitment is to fill this position at the Plans Examiner 2 level. However, we encourage candidates who meet the Plans Examiner 1 minimum qualifications (listed below) to apply as we may consider underfilling the position for up to 36 months. Underfill candidates will be paid at the Plans Examiner 1 level salary range of $3,459 - $5,034 monthly and must meet the qualifications for the Plans Examiner 2 within 36 months of hire.

Plans Examiner 2 Minimum Qualifications

  • Oregon Inspector Certification (OIC) (Note: The successful candidate must obtain the OIC within one week of hire. Employer will provide test materials and training);
  • AND ONE OF THE FOLLOWING:
    • Current International Code Council (ICC) Building Plans Examiner and ICC Fire Plans Examiner Certifications;
      OR
    • Oregon Structural A-Level Plans Examiner Certification and Oregon One and Two family Plans Examiner Certification and Oregon Fire and Life-Safety Plans Examiner Certification issued prior to July 1, 2005.

Note: the successful candidate must obtain the International Code Council (ICC) Fire Plans Examiner certification within 180 days of hire.

Plans Examiner 1 Underfill Minimum Qualifications

  • Oregon Inspector Certification (OIC) (Note: The successful candidate must obtain the OIC within one week of hire. Employer will provide test materials and training);
    AND
  • Oregon One and Two Family Dwelling Plans Examiner Certification, OR International Code Council (ICC) R3 Residential Plans Examiner certification.
  • AND ONE OF THE FOLLOWING:
    • Oregon registration as an architect or professional engineer,
      OR
    • Five years combination of applicable experience and/or education that includes at least three years of building design or plans examination for building code compliance for A-level structures.

REQUESTED SKILLS

  • Experience reviewing plans and other construction documents associated with one and two-family dwellings and assorted commercial buildings

  • Ability to communicate well including communicating technical requirements to non-technical customers
  • Preference may be given to candidates possessing additional plan review and /or building inspection certifications
