The Idaho Division of Building Safety is looking for a Building Program Manager to provide leadership as the statewide technical program expert in the application and interpretation of codes, statutes, and rules over the state’s building program.

This is a full time position will full state benefits.  Regular in-state and occasional out-of-state travel can be expected.

RESPONSIBILITIES OF THIS POSITION:

  • Serving as the building code expert for the Division;
  • Managing operations and supervising inspector staff within the building program;
  • Assisting with highly complex inspections on commercial and industrial buildings, and on state government owned buildings such public schools, office buildings, and prisons;
  • Examining building plans and specifications;
  • Recommending and developing program policies and procedures for supervisors to use in implementing their programs;
  • Participating in regional and national level industry and code meetings;
  • Negotiating agreements with businesses and industry in situations that are sensitive and may affect human health, quality of life, or the economic well-being of the construction industry;
  • Developing and providing training to building inspectors within the Division;
  • Making presentations to the legislature, boards, local government officials, and trade and special interest groups;
  • Researching innovations in new technologies, materials, and practices, and assessing compatibility with prevailing codes and business practices;
  • Working with legal staff and agency leadership to develop and implement requirements for compliance with existing building codes, issuing notices of correction or violation, and providing expert testimony in court or administrative hearings.

MINIMUM QUALIFICATIONS:

  • Considerable knowledge of each of the following: International Building, Residential, Energy Conservation, and Life Safety Codes; Housing and Urban Development (HUD) requirements related to construction; Federal and state standards for private and public buildings, including state laws and regulations governing the overall design, construction, and occupancy of state buildings and public schools;
  • Certification as both a Building Inspector and Building Plans Examiner through the International Code Council (ICC);
  • Experience supervising staff;
  • Experience operating a personal computer to generate written reports;
  • Experience preparing oral reports and making public presentations;
  • Possession of a valid driver’s license.
