GENERAL STATEMENT OF DUTIES:

The Building Official perform inspections of residential and commercial buildings undergoing new construction or remodeling to determine compliance with applicable building codes. The Building Official also conducts plan checks, issues permits, and investigates building code and other code violations.

Serves under the direction of Community Development Director.

DISTINGUISHING CHARACTERISTICS OF CLASS:

Key traits are the ability to administer and ensure compliance with codes, statutes, rules, and regulations; work independently as well as part of a team, establish priorities and organize own workload, maintain effective working relationships with the public, contractors, and other employees, and address complaints and problems courteously.

EXAMPLES OF WORK:

  • Inspects structural components of residential and commercial buildings under construction or remodeling to determine that they comply with applicable codes.
  • Enforces building, development, and zoning requirements and issues official enforcement documents including, but not limited to, correction notices, stop-work orders, re-inspection notices, and final approvals.
  • Reviews and approves constructions plans and specifications submitted for permits; monitors for compliance with applicable building codes and regulations.
  • Communicates in person, on the phone, and through written correspondence with contractors, architects, engineers, developers, property owners, and the general public regarding building codes, permit applications, requirements for proposed construction projects, and inspection policies.
  • Stays abreast of code changes.
  • Investigates complaints, assembles and prepares background information and documentation regarding noncompliance activities, code violations, safety reviews, and licensure  discrepancies, and facilitates the timely and effective resolution of violations.
  • Displays an attitude of cooperation and works harmoniously with all levels of City employees, the general public, and other entities.
  • Establishes and maintains a variety of departmental files, permits and records in an accurate manner.
  • Maintains regular business day work hours and works additional hours as may be necessary to meet job requirements.
  • Performs other related duties as assigned or required.

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES:

Knowledge of building construction, materials, and methods; structural engineering principles including static design and strength of materials; design practices and construction methods of materials for residential and non-residential structures; technical codes including but not limited to the International Building Code, International Residential Code, International Mechanical Code, Uniform Plumbing Code (UPC), International Energy Conservation Code, State and Local Construction Codes, and the City of Sun Valley Zoning Code; code development and ordinance development processes; plan review procedures and methods; and code enforcement processes.

Ability to interpret codes accurately and equitably; read, understand, and analyze maps, development plans, and construction documents; analyze structures to determine conformity to established codes; observe violations and take appropriate action to correct them; provide information in a clear manner regarding the need for and use of the building codes; develop effective working relationships with the public, City employees, contractors, builders, and other entities by utilizing tact, patience, courtesy and respect when dealing with them.

Ability to communicate effectively in writing and verbally in one-on-one settings, group settings, or on the telephone; utilize computersoftware applications (word processing, spreadsheets, database management, GIS); accurately classify, file and retrieve materials and documents; address complaints and problems courteously; work independently and as part of a team; establish priorities and organize own workload; and follow Department and City rules, regulations, policies, procedures, and standard operation procedures.

LICENSE

Possession of a valid driver’s license and the ability to maintain it as a condition of continued employment is required.

PHYSICAL REQUIREMENTS

Vision adequate to perform construction inspections, operate vehicles and office equipment, and read instructions and follow directions. Hearing adequate to converse on the telephone and in person. Body mobility adequate to drive a vehicle and perform duties in the field including climbing a ladder, working at heights, reaching overhead and above the shoulders, kneeling, crouching, crawling, turning, and twisting. Ability to lift objects weighing up to 25 pounds; use hands and fingers adequately for operating vehicles, writing, operating office equipment, and grasping tools; and lift office files, binders and small office equipment, as needed. Work is done in indoor conditions and outdoor weather conditions which may include walking on uneven terrain including slopes, ice/snow, mud, and gravel/rocks. Exposure to noise, fumes, and dust may occur. 

REQUIRED EDUCATION AND EXPERIENCE

A minimum of a high school diploma, seven years of experience in the field of construction, building code inspection, architecture and/or engineering, and International Code Council (ICC) certification as a Building Inspector is required. A Bachelor’s degree in architecture, construction management, engineering or related field and ICC certification as a Plans Examiner, Building Official, and/or Commercial Building Inspector is preferred.
