The Building Codes Division (BCD) adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and the installation of mechanical, plumbing, and electrical devices and equipment.

BCD is searching for a Building Code Specialist to serve the agency in the development, implementation and coordination of policy, code amendments, and interpretation of the state building code. These positions will:

  • Assist in the code adoption process for the Oregon Structural Specialty Code, the OregonMechanical Specialty Code and the Oregon Residential Specialty Code
  • Assist in compliance investigations, review and processing of rules and building codes related tothe state building code
  • Conduct analysis and application of policies, studies, and regulations
  • Provide technical assistance to senior management and division structural program
  • Promote customer service through building code consultation and evaluation for other agencies,boards, local jurisdictions and the public.

The incumbent may speak publicly on behalf of the agency which may involve testifying or speaking before government and civic entities and stakeholder groups. There is a high degree of public interest in the division's operations and interaction with constituent groups. It is essential that the incumbent possess significant technical expertise in the specialty code noted above.

The incumbent work collaboratively on a professional team and fosters and develops beneficial relationships with external stakeholders.

Enforcement of building codes has the potential to create both liability and public relations exposure for the division. As a result, the incumbent is aware of political issues that may impact the division and its stakeholders.

Externally, the incumbent establishes and maintains productive and professional working relationships with a wide range of governmental and private entities and individuals including: The Governor, legislators, BCD board members, federal and other states' building code agencies, a wide variety of local governing bodies, construction industry groups, business and civic groups, union representatives, and licensees/permittees/customers.

Minimum Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or a related degree, and four years professional-level evaluative, analytical and planning work;
  • Any combination of experience and education equivalent to seven years of experience in professional-level evaluative, analytical and planning work.

Required Skills

  • Must obtain the following certifications no later than six (6) months after hire:
    • Residential Structural Inspector
    • Structural Inspector- A-Level
    • Mechanical Inspector- A-Level
    • Fire and Life Safety Plans Examiner
    • Structural Plans Examiner- A-Level
    • Residential Plans Examiner
  • Must demonstrate proficiency in all aspects of the International Building Code including but not limited to:
    • Use and occupancy
    • Types of construction
    • Fire-resistive construction
    • Means of egress
    • Accessibility (ADA)

Requested Skills

  • At least 4 years experience providing plan reviews and inspections for compliance with the International Building Code and the International Mechanical Code in a jurisdiction with a population of 20,000 or more
  • Experience in either national or statewide building code development and adoption
